In today's Footsteps, TWR-Benin Station Director Garth Kennedy talks about the benefits of foreign missionaries coming alongside the local people and "allowing them to catch the vision."

Frequently, I hear pastors and Christian leaders quote the first part of Proverbs 29:18 (KVJ)--"Where there is no vision, the people perish."  Usually they are using the verse to recruit their congregants or donors to get on board with a particular plan or strategy for future growth.  But, let me quote the second half of that verse--"but he that keepeth the law, happy is he."  I'll go a step further and quote the whole verse in the ESV--"Where there is no prophetic vision the people cast off restraint, but blessed is he who keeps the law."  I highly doubt that verse is speaking of a church building program.  It seems to me that Proverbs 29:18 is talking about the blessing that comes from obeying the Scriptures.  I think that is Garth Kennedy's motivation for wanting his neighbors in Benin to "catch the vision."  He wants them to recognize the impact that God's Word can have on them and their country.
