The Mission Statement for the Evangelical Council for Financial Accountability, or ECFA, reads "Enhancing Trust in Christ-Centered Churches and Ministries."  Trust is the key word.  The Merriam-Webster dictionary defines trust as a "belief that someone or something is reliable, good, honest, effective, etc."  It's ECFA's job to determine if a ministry is "reliable, good, honest, and effective." If ECFA puts its seal of approval on a ministry, I would agree with ECFA's president Dan Busby that donors are likely to be more generous with that Christian organization "thereby providing more funds to enable the fulfillment of the Great Commission," and that's one of my goals with Footsteps--to see giving increase toward global missions.
